The Hamilton County Airport Authority oversees the continued improvement, operation and maintenance of Hamilton County's existing public use airports.
American Recovery & Reinvestment Act
The Assessor's Office establishes the assessed value of real and personal property in certain areas of the county; advises and instructs the County's township assessors; oversees County reassessment; administrates processes and systems to ensure uniformity and quality of assessments; provides certain services relating to county inheritance tax and property tax assessment appeals.
The Auditor's Office serves as secretary to the Board of Commissioners and County Council; prepares the annual budget; keeps the official records pertaining to related issues; distributes tax settlements to various governmental entities; transfers and maintains real estate property records; files property exemptions; and administers county payroll, accounts payable and accounts receivable.
The Clerk's Office is the record-keeper for all county-level court cases: civil, criminal, traffic tickets, estates, guardianships, juveniles. The office issues marriage licenses; processes child support, judgment, and probation payments; issues warrants; and oversees and conducts all elections and campaign finance reporting requirements.
Community Corrections provides community-based sanctions for non-violent offenders. These cost-effective programs insure accountability and encourage rehabilitation. Adult programs include Residential Work Release, Intermittent Incarceration, and Electronic Monitoring. Juvenile programs include Electronic Monitoring, Transition and Placement Prevention, and Healthy Parenting.
The Council on Alcohol and Other Drugs is dedicated to preventing and reducing underage drinking and illegal drug use in Hamilton County. It maintains a library-information center; distributes literature; and provides speakers for events. It also holds or funds activities in three broad areas: (1) Prevention and Education, (2) Intervention and Treatment, (3) Criminal Justice. Volunteers are welcome.
The Board of County Commissioners serves as the executive and administrative authority for the county. It controls, maintains, and supervises county property; audits and authorizes claims against the county; receives bids and authorizes contracts; supervises construction and maintenance of roads and bridges; appoints certain county and township officials; performs certain election functions; and serves on the Board of County Finance.
The Council is the financial power of the county, serving as a check on the Board of County Commissioners. It fixes the county tax rate; makes appropriations, reappropriates and transfers of funds; adopts annual budgets; incurs county indebtedness; fixes salaries; levies taxes to provide funds for constructing, repairing and remodeling jails; and furnishes financial assistance to any community center for the mentally handicapped located in the county.
The Hamilton County Judicial System serves the public, protects rights, interprets and upholds the law, and provides fair, accessible, effective and responsive forums for the resolution of civil and criminal matters and serves the public through prompt, fair and efficient resolution of conflicts to enhance the quality of life in our community.
The Drainage Board reviews and approves the construction, maintenance, reconstruction and vacation of regulated drains. Board approval is required when crossing a regulated drain and when outlets affect a regulated drain. The Board also has the right to remove obstructions within these drains.
The Elections Office oversees the administration of all elections, candidate filings and campaign finance. The Elections Office, along with the County Commissioners, manages all polling place assignments and maintains all precinct information.
The EMA is responsible for assisting in all types of disasters including natural (severe storms, etc.), technological/man made (major fires, hazardous materials releases, etc.) and national security (enemy attack, terrorism, etc.)
The Health Department enforces all State and County Health laws, regulations and ordinances. It processes birth and death registrations; organizes prevention and control of diseases; initiates health services such as pregnancy and HIV testing, and childhood immunizations; manages environmental health issues such as community sanitation and retail food sanitation; issues septic and well permits; and conducts related inspections.
The Highway Department supervises maintenance, repair, design, construction, right-of-way acquisition, planning, traffic controls and other functions relating to county highways, roads, bridges and culverts; issues permits for work in road right of way; investigates need for new traffic controls; manages roadway snow removal; and develops a program of traffic safety and classification of the county highway system.
The Hoosier Heritage Port Authority was formed in 1994-1995 to purchase 37 miles of railroad running from Tipton to downtown Indianapolis. The Port Authority represents Fishers, Noblesville, and Hamilton County; it provides oversight and maintenance of the line. The Indiana Transportation Museum is designated as the current operator for the line. Meetings are held quarterly.
The Household Hazardous Waste Center collects all types of household consumer products that are generally considered hazardous or environmentally unsafe to dispose of improperly. Material collected at the center will be recycled, disposed of in a safe manner or be available for reuse in the free swap shop. Other services at the center include recycling containers for glass, plastic, metal, cardboard, and grass clippings. Free mulch provided by the City of Noblesville is also available for the public to take.
The Human Resources Department is comprised of Sheena Randall, Director; Wendy Cash, Generalist and Carol Goodnight, Secretary. This team is responsible for assisting over 900 full and part-time employees. Together, they have more than 40 years of experience in Hamilton County government.
The Parks and Recreation Department operates and maintains the county's 1300 acres of parks, pool, beach, campground and nature center. The Parks and Recreation Department also conducts recreation programs; and supervises the selection, design and development of County Park property.
Within authorized areas of jurisdiction, the Plan Commission surveys county resources and develops related conservation plans; develops plans for community betterment; prepares a comprehensive development plan; approves improvement location permits and proposed subdivisions; files and records plats; and administers a zoning ordinance.
The Hamilton County Department of Probation serves the Hamilton County Circuit Court, Superior Courts, and Carmel City Court through the preparation of presentence investigation reports, preliminary investigation reports and the supervision of misdemeanor, felony, and juvenile offenders.
The Prosecutor serves in the Judicial Circuit and serves as prosecuting attorney in court, including juvenile cases and grand jury; handles child support issues, bad checks, and citizen complaints; charges defendants; oversees plea bargain policy; trains police and fire departments on various laws and how they effect law enforcement; and establishes procedures for obtaining prosecution.
The Recorder's Office records and preserves public records, including Deeds, Mortgages, Liens, Releases, Leases, Articles of Incorporation, Assumed Business Names, Military Discharges, Subdivision Plats, UCC's (Uniform Commercial Code filings) and other documents. However it does not generally include Court Orders, Decrees, Judgements, Wills or Death Certificates.

The Safety and Risk Management Department is committed to continuous risk reduction through comprehensive safety programs. The Safety Risk Manager promotes awareness and accident prevention throughout Hamilton County Government Offices assuring that the risks of the County are adequately managed to conserve and protect available resources.
Hamilton County Senior Services, Inc. is a private, not-for-profit corporation dedicated to providing services that help promote the independence and dignity of the county's older residents. It provides direct human services as well as educational and social opportunities that promote the independence and self worth of its clients.
The Sheriff's Office provides various law enforcement services; manages the county jail and its prisoners; serves protective orders and warrants; collects delinquent state income taxes; executes the sale of certain properties (Sheriff's Sales); conveys persons committed to certain state institutions; and executes the orders of the County Council and the Board of County Commissioners.
The Soil and Water Conservation District provides our community with conservation leadership and quality service dedicated to improving and sustaining our natural resources.
The Hamilton County Solid Waste Board oversees the operations and funding of the Hamilton County Household Hazardous Waste Center.
The Surveyor's Office establishes, reestablishes and records all section corners throughout the county; supervises all civil engineering work of the county; records the location of legal surveys; supervises construction, reconstruction and maintenance of drains and ditches; develops drainage studies and specifications, issues drainage related permits; and calculates drainage assessments.
The Transfer and Mapping Office is a division of the Auditor's Office. It maintains the property tax maps and ownership records; processes deeds; and offers materials required for building permits and property title/deed transfers.
The Treasurer's Office collects, retains custody of, and disburses county funds. It collects various taxes including local and state property taxes, inheritance taxes, and delinquent taxes; and issues property tax statements.
Veteran Services provides info and services to veterans and their dependents. Services include Death and Disability Pensions, Disability Compensation, VA Guaranteed Loans, Education Benefits, Burial Assistance, and Service-Disabled Veterans Insurance.

Weights and Measures preserves and maintains the accuracy of weighing and measuring instruments, product standards, and business practices used in commerce.
Strengthening families and children through Temporary Assistance to Needy Families, food stamps, housing, child care, foster care, adoption, energy assistance, homeless services, and job programs. Includes Child Protection Services.
